A headteacher has revealed the secrets behind his school’s meteoric rise to the top of the national rankings after transforming the fortunes of disadvantaged pupils.

The strategies behind the remarkable turnaround were shared with educational leaders to demonstrate how true inclusion can drive both academic success and personal growth.

Steve Rogers, the headteacher of The Ilfracombe Academy, spoke at the Westminster Education Forum to outline how his school secured the top spot for improvement among disadvantaged students in 2024. The academy, which is part of the Athena Learning Trust, has seen its results soar well above the national average.

During the session in Westminster, Mr Rogers explained that the school prioritises keeping every student in the classroom with subject specialist teachers. This approach is bolstered by high-quality teaching and research-based support, while embedding the Church of England values of being kind, taking responsibility, and dreaming big.

The results show that between 80 and 87 per cent of pupils are passing English, maths, and science. Furthermore, 60 per cent of SEND pupils achieved Grade 4 or above in core subjects, bringing them in line with the performance of their non-SEND peers across the country.

Mr Rogers also added that maintaining calm, purposeful classrooms and teaching character and literacy skills are crucial for equitable learning. His insights have sparked a wider discussion at the forum regarding how schools can combine high academic expectations with inclusive practices to achieve transformative results.

The Westminster Forum Projects, which originated in Parliament, currently hosts 16 cross-party forums. These provide a neutral platform for senior policymakers and industry leaders to shape public policy and debate.

Mr Rogers said: “Our students, their families, and our staff set high goals for all, and their hard work paid off in incredible ways. True inclusion is not about withdrawing students from lessons; it is about keeping them in classrooms where they can thrive, supported by expert teachers, and ensuring every second counts toward learning.”
