Leicestershire tax defaulters in 2025 named and shamed by government

More than £1 million is owed

Takeaways, plumbers and freight firms are among Leicestershire businesses named and shamed for tax evasion. Our yearly round-up of HM Revenue & Customs lists reveals 10 local firms and individuals who owe more than £1 million in unpaid tax combined.

The taxman named those who received penalties either for deliberate errors in their returns or for deliberately failing to comply with their payment obligations. The amount of tax and duty owed totals £1,080,299.62, with penalties adding a further £678,963.03.

Tax officials made clear each entry was specific to the dates mentioned, so directors may have changed their behaviour, may no longer be at the published address, and the businesses or premises named may have changed hands. Amounts in the list relate to the tax and duty on which penalties are based and do not necessarily represent the full default of the taxpayer.

The Leicester and Leicestershire tax defaulters named by HMRC are:

  • M & E Group (Leicester) Ltd Construction firm, Wolverhampton Tax: £468,677 Penalty: £292,923.08
  • MC Evington Limited Takeaway, Leicester Tax: £192,081.17 Penalty: £158,466.95
  • Guiming Lin (trading as ‘Wings’) Takeaway, Leicester Tax: £112,001.01 Penalty: £53,604.51
  • Smart Girl (UK) Ltd Textile manufacture, Leicester Tax: £110,503 Penalty: £63,539.18
  • MB&E Couriers Ltd Freight transport, Leicester Tax: £45,409 Penalty: £17,482.46
  • Rudolf Ziga Plumber, Leicester Tax: £40,098.60 Penalty: £25,262.10
  • Sandra Levayova Computer engineer, Leicester Tax: £29,343 Penalty: £19,513.08
  • Jozef Ziga Employment, Leicester Tax: £28,535.90 Penalty: £15,980.10
  • LGG Transport Ltd Freight transport, Leicester Tax: £26,869 Penalty: £16,457.26
  • Dirk Bernard George Accountant, Leicester Tax: £26,781.94 Penalty: £15,734.37

HMRC has also separately named five Leicester-based companies suspected of promoting tax avoidance schemes throughout 2025. These firms are accused of operating arrangements where employees receive only part of their pay with proper tax and National Insurance deductions, with the balance paid without these deductions.

The named tax avoidance scheme promoters are:

Echo Pay Limited – Suite 20b Unit 3 Q Estate, Melton Road, Queniborough, Leicester. Named 16 October 2025.

Progress Payroll Limited – Suite 20b, Unit 3, Q Estate, Melton Road, Queniborough, Leicester. Named 9 October 2025. Director: Mr Thomas Philip Hoskison. HMRC said the firm appears to target employees within the healthcare sector and NHS workers.

Link Requirements Limited – Suite 20b Unit 3, Q Estate, Melton Road, Queniborough, Leicester. Named 4 December 2025. Director: Thomas Philip Hoskison. Mr Hoskison is also a director of Progress Payroll Limited.

Pennywise Contracts Limited – Suite 20b Unit3 Q Estate, Melton Road, Queniborough, Leicester. Named 4 December 2025. HMRC said the firm appears to target employees within the healthcare sector, NHS and Local authority workers.

Everest Contracting Limited – Blinkbox Business Complex, Western Road, Deal, Kent. Named 5 September 2024. Former director: Mr Jack McConnell. The company was previously registered at 39 Norfolk Road, Desford, Leicester, and changed address on 10 June 2024.

HMRC said its view is that both elements of employees’ pay should be treated as normal income and therefore subject to Income Tax and National Insurance contributions, and advised employees of these companies to familiarise themselves with the relevant guidance.
