Phillips has links to Blackburn, Cleveland and Yorkshire

Police have urged the public not to approach a wanted Blackburn man.
Blackburn Police said that Scott Phillips is wanted on suspicion of breaching his post-sentence supervision conditions. The 35-year-old is described as being 6ft in height with short hair and green eyes.
Phillips, who has links to Blackburn, Cleveland and Yorkshire, also has distinctive tattoos of buildings and a car on his arms. Anyone who sees him is urged to call 999 immediately.
Blackburn Police posted on Facebook: “The man pictured is wanted Scott Phillips. Phillips, 35, is wanted for a breach of his post-sentence supervision conditions.”He is 6ft tall with short hair and green eyes. He has distinctive tattoos of buildings and a car on his arms.”If you see Phillips, please don’t approach him, but let us know as soon as you can.
